If you have an inline offer, scroll depth determines when that offer appears, not where it appears. An inline offer will always replace everything inside of the container you've created for it. So, for example, setting scroll depth to 200 pixels won't make the inline offer appear after 200 pixels of text. It'll make the inline offer appear within its container after the user has scrolled 200 pixels.
