You can customize the mobile block settings for any email campaign in ESP by following the steps described below:

The Responsive layout setting allows your template to resize depending on the size of the user's device. Please note that in case this setting is enabled for the template, the value of the padding for a particular block such as the header/footer, will not apply to the mobile view.

In case you want to set specific paddings, width, fonts for the mobile template version you should navigate to Template settings → Block (mobile).
