As for the static sponsored content, you can use RSS feeds (as you do for the dynamic block) but the sponsored RSS feed should include only one article. You should be able to change it from your side via a CMS system. You need to set up a dynamic block for sponsored content with specific settings (e.g. disable all advanced settings, so this block will be always shown). Furthermore, Promo content options in the dynamic block allow you to mark stories from sources as Promo, which helps you to find information about Promo clicks in the analytics section of ESP.

If you can't create an RSS feed with sponsored content, you can add a static block in the template editor, and every day/week you should open the ESP dashboard and change the content inside the static block.
