All system and offer templates can be styled through the Checkout Style template except for the Default offer template which has its own CSS, see more info here.
You can also use external CSS links in this template if you need to.
Any styling added can't be previewed directly from the dashboard. You can review it on your website itself by going through the checkout flow.
