If you have address collection enabled and the term is set to collect address, during checkout the user needs to enter their physical address before the actual payment.
The address fields First Name, Last Name, Address 1, District/Postal code, Country/Region are mandatory, but the phone number is optional. To make it mandatory, you can update the Print address collect screen template and add to the phone number input field a required attribute.
