Not by default, as this functionality in the dashboard is the same for all clients. This button is available under the Subscription tab of the user's account for any active subscription.
But the publisher can adjust the user’s permissions via the Team Manager and select if they are able to revoke access, refund payments, or cancel subscriptions:
