You can achieve that in Composer by using a combination of user segmenting to target by device and checkout flows.
In Composer you can choose the device type Mobile.
Then Checkout flows allow you to modify the checkout on ShowOffer cards. Once you create them (under Manage → Checkout flows) and attach them to the ShowOffer cards, you can determine which payment providers you'd like to display on a given offer using those flows.
