You are able to create subscriptions for Users directly in the dashboard following the steps described here.
However, users can only be subscribed using credit cards and can't be subscribed via PayPal. The reason is that the user needs to confirm the charge in Paypal directly and such authorization is impossible in this case.
If your customer wants to purchase a subscription using PayPal, they will need to subscribe directly on your website.
